Financial Assistance

The Comprehensive Energy Assistance Program (CEAP) is a utility assistance program. CEAP is designed to assist low-income households in meeting their immediate energy needs and to encourage consumers to control energy costs for years to come through energy education. The CEAP involves the integration of all LIHEAP-funded programs, thereby enhancing the efficiency and effectiveness of services provided to clients and eliminating duplication of services. The CEAP is administered through subrecipients, which collectively cover all 254 counties of the state.

Texas Utility Help is administered by the Texas Department of Housing and Community Affairs (TDHCA) with funding from the federal Low Income Home Energy Assistance Program (LIHEAP) and federal Low Income Household Water Assistance Program (LIHWAP). The program provides eligible households with financial payments made directly to the utility company on the household’s behalf.

The Brazos Electric Ratepayer Hardship Fund provides bill credits to eligible low-income residential Members to help offset some of the financial impacts due to the high costs incurred during Winter Storm Uri. Click here for additional information about the program, including eligibility requirements, and to submit your application.

The Texas Department of Housing and Community Affairs is the state agency responsible for affordable housing, community and energy assistance programs, colonia activities, and regulation of the state's manufactured housing industry. The Department currently administers $2 billion through for-profit, nonprofit, and local government partnerships to deliver local housing and community-based opportunities and assistance to Texans in need. The overwhelming majority of the Department's resources are derived from mortgage revenue bond financing and refinancing, federal grants, and federal tax credits.

All TDHCA divisions regularly interact with other state and federal agencies, the state legislature, housing and community development organizations, community assistance agencies, lending institutions, real estate interests, the media, and other public sources.

U.S. military veterans burned in combat and residing in the CoServ Electric service area may qualify for bill-payment assistance from May to October in conjunction with Senate Bill 981. Download the eligibility requirements and application here.

TDHCA operates the Weatherization Assistance Program with funds from the U.S. Department of Energy (DOE), and the U.S. Department of Health and Human Services Low Income Home Energy Assistance Program (LIHEAP). WAP is designed to help low income customers control their energy costs through installation of weatherization materials and education. The program goal is to reduce the energy cost burden of low income households through energy efficiency. The WAP is administered through subrecipients, which collectively cover all 254 counties of the state.

The WAP is authorized by Part A of the Energy Conservation in Existing Buildings Act of 1976, as amended, 42 U.S.C. Sec. 6861 et seq. and Texas Government Code Section 2306.097. The WAP program follows the U.S. Department of Energy regulations codified in 10 CFR Part 440 and 600, and the Low-Income Home Energy Assistance Act of 1981, as amended, 42 U.S.C. Sec. 8621 et seq. and the implementing regulations of 45 C.F.R. Part 96.
